A tragic incident occurred on Monday in Will County, Illinois, when Illinois State Trooper Clay Carns, 35, was struck and killed while removing debris from the southbound lanes of I-55 near Blodgett Road in Channahon. The crash happened around 9:42 p.m. Trooper Carns was immediately transported to a Joliet hospital, where he succumbed to his injuries. The driver responsible has been charged by the Will County State’s Attorney.

Trooper Carns dedicated eleven years of service to the Illinois State Police. He is survived by his wife, two children, siblings, and parents. The devastating incident occurred on Scott’s Law Day, also known as “Move Over” Law, a poignant reminder of the law’s importance. This law mandates that drivers slow down and, if possible, move over for stopped emergency or construction vehicles.

Scott’s Law originated from the death of Chicago Fire Lt. Scott Gillen 24 years ago. He was killed by a drunk driver while assisting victims of a prior accident on the Dan Ryan Expressway. Beginning January 1st, 2025, the law will be slightly amended to require both slowing down and moving over, when traffic allows, for stopped emergency or construction vehicles. Currently, the law offers drivers the choice of slowing down or moving over.
