NYPD Commissioner Jessica Tisch addressed the department for the first time since the resignation of Chief of Department Jeffrey Maddrey, who stepped down amid allegations of demanding sexual favors from a subordinate in exchange for overtime opportunities. While Tisch didn’t directly comment on the specifics of Maddrey’s resignation at Monday’s promotion ceremony, she forcefully reiterated her expectations for senior leadership, emphasizing a new era of professionalism and respect within the NYPD.

The allegations against Maddrey, detailed in a complaint filed by Lieutenant Quathisha Epps, include not only quid pro quo sexual harassment but also accusations of manipulating overtime reporting procedures. Epps alleges that Maddrey exploited her vulnerabilities to coerce her into unwanted sexual acts, promising overtime in exchange. When Epps resisted, Maddrey allegedly retaliated by falsely accusing her of overtime abuse, triggering a departmental review. Maddrey’s abrupt resignation followed the filing of the complaint, which also mentioned another unnamed inappropriate relationship within the department. Neither Maddrey nor his attorney has responded to these allegations.

In her address to newly promoted officers, Tisch stated that the NYPD is “consciously and decisively” moving forward, emphasizing the “very real, very firm expectations” for all those advancing within the ranks. She appointed Chief of Patrol John Chell as the interim chief of department and Philip Rivera to head the patrol division. Further demonstrating her commitment to addressing the situation, Tisch replaced the head of the Internal Affairs Bureau, Miguel Iglesias, with Edward Thompson, stating that the unit must be dedicated to upholding integrity and combating corruption. The NYPD issued a brief statement indicating that they take all allegations of sexual misconduct seriously and will conduct a thorough investigation.
