You cannot apply directly — a French institution must nominate you, and you must already be enrolled in a co-tutelle arrangement, which excludes most standalone PhD applicants. If you are already midway through a PhD at a Pakistani or other home-country university and want a funded research stay in France as part of a joint-supervision arrangement, this is worth raising with your existing supervisor rather than treating it as a standalone scholarship search. Paris and other major French cities are relatively expensive, so the co-tutelle stipend is best treated as a supplement to your home funding, not a replacement for it.
