10. University of Potsdam
City: Potsdam | Level: Master’s programs, both B2 and C1 tiers depending on the program
IELTS alternative: proof of completing a degree at a recognised university with English as the exclusive language of instruction, via degree certificate, transcript, or diploma supplement, accepted at both B2 and C1 levels.
Potsdam’s C1-tier standard test scores are relatively high (TOEFL iBT 95, IELTS 7.0), so the English-medium-degree route is genuinely the easier path here if you qualify for it. If your program only requires the B2 tier, the bar is considerably lower, so check which tier your specific master’s program actually requires before assuming you need the harder C1 proof. Potsdam sits directly next to Berlin, connected by regular regional trains, so many students choose to live in Berlin for its larger housing market and more affordable shared-flat options while still commuting to classes in Potsdam. Potsdam itself is known for its palaces and parks, and the shorter commute compared with living further out in Berlin’s suburbs is worth weighing against Berlin’s generally lower rents outside the city centre.
